What is Startup India (DPIIT) Recognition?

DPIIT recognition is a certificate from the Department for Promotion of Industry and Internal Trade that recognises an entity as a startup. The entity must be a private limited company, LLP or registered partnership working on innovation or scalable job and wealth creation. Recognition opens access to certain benefits and schemes.

Who needs it

  • Founders who run a private limited company, LLP or registered partnership with an innovative product or service.
  • Startups planning to apply for government schemes or seed funding.
  • Businesses wanting access to simplified compliance and IPR support.
  • Companies that want to apply for the income tax exemption under Section 80-IAC, subject to separate approval.

Benefits

  • Official recognition as a startup, helpful with investors and partners.
  • Eligibility to apply for various central and state startup schemes.
  • Support in the form of fast-track patent examination and reduced fees, as notified.
  • Access to relaxations in public procurement norms, as notified.
  • Possible tax benefits if separate conditions and approvals are met.

Eligibility conditions in detail

Recognition turns on four conditions, and all of them have to be met at the date of the application rather than at some point afterwards.

  • Entity type: a private limited company, a limited liability partnership or a registered partnership firm.
  • Age and turnover: the entity must be within the age and turnover limits in the current DPIIT notification. These limits have been extended in the past, so check the latest criteria.
  • Originality: it must not be formed by splitting up or reconstructing an existing business.
  • Innovation or scalability: it must be working on innovation, development or improvement of products, processes or services, or have a scalable model with potential for jobs or wealth creation.

What to write in the application

The write-up is the most important part. Explain the problem you solve, who your customers are, how your product or process differs from what exists, and why the model can grow. Specific, factual statements are better than slogans. Add a website or product link and a pitch deck if you have one. A vague description is the most common reason for queries.

Tax benefits and funding: what needs separate approval

Recognition itself is a status, not a tax exemption. An income tax holiday for eligible startups under Section 80-IAC needs a separate certificate from the Inter-Ministerial Board after meeting its conditions. Tax rules on investment into startups, including the earlier angel-tax provisions, have changed in recent Budgets, so confirm the position for your fundraising before relying on any benefit.

After recognition

Recognised startups are still subject to normal compliance: annual ROC filings, audit, GST and income tax. Keep your information on the Startup India portal current, and keep records that show you continue to meet the criteria. If your age or turnover moves outside the limits, your recognition ceases to apply from that point.

Example: what a good description looks like

A weak description says: we are a technology company that provides innovative solutions. A stronger one says what is actually new: for example, a software tool that automates a specific compliance process for small businesses, how it differs from existing tools, who pays for it, and how adding customers does not require adding staff in the same proportion. The reviewer wants to see a real problem, a specific product and a path to growth.

Documents to keep after recognition

Recognition has to be evidenced again later, whenever you apply for a benefit that depends on it.

  • Recognition certificate and its number
  • Copies of the application and description as submitted
  • Financial statements that show turnover for each year, to prove you remain within limits
  • Records of any scheme, grant or tax benefit you apply for later

A tip before you apply

Write the description first in a separate document, show it to someone outside the business, and ask whether they understand what is new about it. If they do not, rewrite it. A clear description helps both with recognition and with later conversations with investors and incubators.

Common questions

Three questions come up most often, about partnership firms, about what the certificate actually gives you, and about the tax exemption.

  • Can a partnership firm apply? Yes, if it is registered under the Partnership Act.
  • Is the recognition certificate a licence? No. It is a status that lets you apply for benefits.
  • Can I apply for the tax exemption at the same time? The tax exemption needs a separate application and approval after recognition.
